I have reduced my blood pressure from 138/89 to 113/75.  I credit this to both my nutrition plan and cardio.  However, my resting heart rate is still around 85, sometimes higher.

What should I be aiming for, and what is the best way to improve my resting heart rate?  Is cardio the answer, or will it come about more as a result of weight training?

That's great on the blood pressure reduction.  Congrats!

Most people will tell you that cardiovascular exercise will reduce your resting heart rate better than lifting would, but it's still muddy.  It depends on the type of cardio and the type of lifting.  Both can reduce resting heart rate.  It "appears" – and I'm not doctor – that intense workouts are the key. And overall stress levels too.

In terms of targets, I'd ask your doctor.  My own numbers are extremely low – almost too low – but your size will also determine a target.
