Hi Mike,  well, I can't really create a custom program for your wife without a lot more information and a lot of direct questions (plus a lot of work that I normally get paid for).  But there are possibly two issues:

a) scar tissue

b) belly fat

For belly fat, the biggest issue is always eating habits.  We could design a "perfect" exercise program but if diet isn't tuned in properly, the belly fat remains.  For us men, the belly usu isually the last place we lose fat (and the first place we store it) but your wife might be the same.  My guess is that she could follow just about any good fitness program but then she needs to change how much she's eating and what kind of foods.

Usually scar tissue is a minor thing and doesn't create much of an issue.  If in your wife's case there is more than typical, then I don't know what to do about it.

And lastly, while I know you love her and want what's best for her, it will only work if she takes ownership of the issue.  If she wants to submit some more information – like what she is eating and what she is doing now for exercise, I'm happy to add a little bit more feedback.
